In a 2015 report released yesterday by the Commission on Audit (COA), it insists that the failure of the Commission on Higher Education (CHED) to liquidate should be addressed.
It has been noted that CHED transferred P3.920 billion in DAP funds to 121 SUCs for the upgrading of infrastructures and facilities, students’ grant-in-aid, research development, and extension projects.
SUCs in the National Capital Region (NCR) reportedly received the biggest chunk of the unliquidated funds which is a total of P1.340 billion. The Autonomous Region in Muslim Mindanao (ARMM) follows closely with P965.142 million and Region 11 with P87.779 million.

They demand the immediate liquidation and return of unused balance, to which the CHED responded that they had already sent 131 demand letters to the SUCs and P929,079,234.66 was already recorded as liquidation or settlement from January to May this year. ASCS
