In the planned constitutional assembly to amend the constitution, the congress will not give alterations to the Bill of Rights. This was the promise of House Speaker Pantaleon Alvarez to the public.
Alvarez is leading the Duterte administration’s plan for a change to a federal form of government. He called the Bill of Rights “sacred” despite the wave of mysterious summary killings linked with the administration’s war against illegal drugs.

The bill of duties lays down the obligations of every citizen, such as to honor the flag, defend the Constitution, obey laws, pay taxes and respect the rights of others.
However, while Alvarez said that the Bill of Rights was untouchable, he added that the president along with the vice president, senators, representatives and local government officials could still discuss term limits. MJM
